58th INTOSAI Governing Board Meeting

The 58th INTOSAI Governing Board meeting was held in the Vienna International Centre, Austria from 13 to 14 November, 2008. More than 20 heads of SAIs from all INTOSAI regions participated. Among other important decisions, the following main themes for INCOSAI XX that will take place in South Africa in 2010 were fixed: Theme I "Value and Benefits of SAIs" (chaired by the SAI of South Africa) and Theme II "Environmental Auditing and sustainable development" (chaired by the SAI of China). Furthermore the future steps for a closer cooperation with the donor community and for the development of the INTOSAI Strategic Plan 2011 – 2016 were agreed. As direct reaction to the global financial crisis a Task Force under the chairmanship of the SAI of the United States of America was created to respond as SAIs adequately to this challenge. In addition the external and internal INTOSAI communication goals and the Priority Programme of the INTOSAI communication for the year 2009 "Independence of SAIs" were approved.



SPASAI / PASAI

The name of the South Pacific Association of Supreme Audit Institutions (SPASAI) has been changed with effectivness of the 11th PASAI Congress in April 2008 into Pacific Association of Supreme Audit Institutions (PASAI). The name change was made to acknowledge that the members are from both the "north" and "south" Pacific.



Secretary General Josef Moser represents INTOSAI at the ECOSOC and the IIA

On 14 July 2008 the Secretary General of INTOSAI, Josef Moser, gave a presentation at the Panel Meeting of the UN Economic and Social Council (ECOSOC) in New York. He pointed out that efficient and effective government auditing is a key element of good governance and therefore is central to the achievement of the Millennium Development Goals (MDGs). However, if SAIs are to perform their tasks well they must above all be granted independence. He asked the members of ECOSOC to work towards reinforcing the position of government auditing through the universal acceptance of the two fundamental INTOSAI documents – the Lima and Mexico Declarations – so as to ensure that the independence of SAIs be enshrined in law.

A few days before, on 11 July 2008, Secretary General Moser reported to the Board of the Institute of Internal Auditors (IIA) on the strategic objectives and major initiatives of INTOSAI. The IIA joined INTOSAI as an associated member earlier this year. The existing good cooperation between the two organisations is to be further developed.
